WHAT KIND OF EDUCATION AND TRAINING AND INTELLECTUAL ASSETS?

Chairman thank you very much. My major point is that perhaps Turkey has taken a very good road when was focusing on knowledge because delivering the experience I can tell you that more secure road to Europe is knowledge because European way is a knowledge society, I wish you had seen my slides because the first slide that I wanted to show you argues for remaking of concept of knowledge because the original knowledge society was based on a league between Mefhistowellis and famous scholar Faust from Germany and what I would like to argue that in this information age a kind of need we have to see in order to digitalize this league between Faust and Mefhistowellis and the question is how can we digitalize this league in order to transform our society into new kind of knowledge society preserving the old roots of knowledge because especially in a town like Istanbul I would like to emphasize the league between old and new and I don’t think that information technology should be means to eradicate everything which is linked to tradition and link to basic dilemmas, the big paradigm of knowledge however we should reformulate the new kind of knowledge. In the slide you can see that old kind of knowledge, which was based on the alliance between Faust and Mefhistowellis, was based on desire for order, it was introductory kind of knowledge and the scholar had the road to lead the student and I would argue that in this new age especially with the help of information technology means new kind of knowledge we created based on determent scales and skill competences are much more important then just mere memorized facts and data, discovering, navigating, exploring, browsing, searching, these are the key words in every software. These are the basic instruments of acquiring the knowledge instead of memorizing, imagination in my childhood was a stigmatized notion and now I think this new kind of knowledge should be based on imagination, you should be very imaginative and if you are imaginative you can be spontaneous, you can be creative and the internet as the essence of this kind of knowledge demands to be searching, spontaneous otherwise you’d be lost. What are the role of the actors, where there was a student, instructor and institution and everything was based on transmitting facts, standards and the knowledge had kind of finalized state. Diploma meant that you finished the school and in the new way I think that you shouldn’t finalize your knowledge and the institution should transform themselves in order to be resources of incessant knowledge, the student should be completed with much more personalized and the emphasize must be on success experiences therefore creativity of the student should be emphasized as well and the interaction between teacher and student is much more important then it ever been and integration which means that the student at the final conclusion have the ability to integrate the pieces and small slice of knowledge which she or he acquired in school and participation of course is a very important part of the new teaching process with the help of information technology facilitated very much. The role of the instructor much more is similar to the pilot instead of commander, the instructor is leading the student into the jungle of knowledge but he doesn’t know the final answer as the student doesn’t as well so they have to explore together, they have to share the knowledge, they have to be creative together and the instructor must be much more involved then in the old system when it was just an authoritarian role which he had performed. The teaching institution with the help of the means of information technology is transforming in a more accountable way and the whole teaching process is based on data management which makes possible to control the quality of teaching and is possible which is very important tracking of the student’s carrier therefore the student don’t fear that they are lost I the jungle of the Kafkaesk office of the school.

In Hungary we have this kind of digital card which practically now is in all our high schools and they do very well, they work these digital cards does consist of lap top, projector, amplifier, microphone, VHS, videophone, DVD and of course which is very important none-stop internet connection. However I agree with you totally that the teachers should be trained all the time because usually the problem is the students are much more informed and much more socialized, much more familiar with the instrument then the teachers and the teachers become frustrated instead of students as when we were students we were always frustrated, this state doesn’t exist anymore and what is very important I think that core of all teaching process at least in Hungary providing with content that we developed Central School digital knowledge data warehouse and from this knowledge data warehouse all schools via internet and the digital card can get contents and immediately they can deliver to the students from all subjects, from mathematics to geography and because this digital data warehouse in open system practically warn teachers who are willing to participate and who are willing to contribute have some method or some discovery or something which is really new, they can enrich these centralized warehouse so this is not just a government censorship content management system, it is an open management system and it is correlating with another development of the Hungarian government, 45connected but indirectly connected to the curriculum in schools so sum-up your question I think that we are really facing and after the new world based on the old world and the real problem is how to connect these two. Question (Ömer Kaymakcan): TÜYAP teknoloji murahhas üyesiyim. Benim sorum Sayın Csepeli ve Atkinson’a olacak. O yüzden İngilizce soracağım. Are there any negative results of using ICT technologies in education especially at younger ages and at kindergarten levels, I hear from some teachers that students use calculators to calculate 2 x 2 and also we notice some social activities between students they just become friends with the machines not with their peers. Are there any negative results and if there are how can we overcome them?

341 is kind of kid smart machines that is developed by IBM and the point of this machine or the work station was that we gave it to kindergartens which were located in the most disadvantaged parts of Hungary, inhabited by very poor people in many cases by people belonging to Roman minority who are among the worst socially positioned people and we regulated measures of results and turns out compared with those kindergartens which didn’t have this kind of device, the kids who were exposed to the software of the program of this machines and not frequent only once a week showed a remarkable community development in perception in punctuality, precision of perception, in categorization, in numerical ability, they showed remarkable development. So the result turned out among disadvantaged persons, among kids whose families are deprived of PC and other instruments of information society, this aid can be vitally important so I highly recommend to any country with disadvantaged areas to expose kids in early age 5-6, just before the elementary school then this will be ideal preparation for the school. Of course the schools should agree with means of information society otherwise the advantage would disappear.
