I think there is no country in the world where it is quite easy to make the transformation to ……but it is possible as well for people, which are not able to read or to write. Take an example from huge country India, India decided about a year ago to go for election by e-voting and the e-voting in this huge country was few hundred million people by smart hand tells with symbols on it, it is an e-government process and it has been well done in India also for some people which are not able to read or write, that is a very good example but of course it is in every country difficult to bring people to the computers and to use it and you need to use online government transactions. Second question of what is the return for the government to introduce e-government, I think the return first is not only with the government, return is as well with business, main users of e-government are the business and there is a lot of return and of course as well the government save money. One example in US they save about 70 to 80% for one workflow through administration done by in an electronic way. Another example we installed a big call center in the city of Köln in Germany 2 years ago, today 60 persons are working in this call center and they save the work of about 100 people a year so it is obvious that this is also saving money for the government. M. Ali Birand: Do you have a figure, tell us for instance you have applied it in such a country and they got out with I think state will only invest in e-government if he sees the real return for the state. M. Ali Birand: What is going to be the return? Is to save money, there is not one figure that you can point out and say with e-government, it really depends on exactly what you do, e-government is a huge of different possibilities and you have to bring it down to special and project. M. Ali Birand: So when we think about 2023, it will be all computerized there is no way out. I would like to give you a picture of 2023 out of the perspective of Siemens AG, we tried to draw a future and I would like to share this for the INC world with you. First I think the drivers we see for the next two decades, globalization, individualization, mobility and self-organization. In 2023 we will have business processes, they require real time availability on information with an end to security and across whole processes………..across agencies and across national borders…………and knowledge will have ……….over the last 15 years memory capacity of microchips and computer and power have increased thousand fold ad this trend will continue. In about 2023……will be able to process as many as transactions and operations as a human brain at the same time data traffic will show explanation, we recognize 1000 fold increase every 5 year on internet and in 2023 barriers between networks, fixed networks, mobile networks, voice data, optical fiber, all these barriers disappeared and enhanced internet protocol will be standard with high reliability and security. Along with service quality comparable to that an off is today’s telephone networks. Between information, communication and entertainment will be dissolved and as a result added value generated by the network infrastructure but instead multi-network applications and services on the network and the possibility for customers to pay for them on line. As companies from more and more countries research, develop, manufacture and market goods and services such requires radical increase in the flow of data and conversely promotes a process of innovation intern knowledge and skills comes a true generator of value and the ability to develop an idea to an innovation, it is a fact that innovation will be preferred from training and life-long learning so in 2023 will be not live in a total different world and the model could be on the ball at any time, any place. What could be the role of Siemens in that world? I have a sentence from our former CEO, he told us predicting the future works best when you create and shape it yourself, the motto inventing the future describes Siemens philosophy best. So Siemens can share a lot of experience from our own company transforming business over 150 years and always adopting to different cultures that is our view on the INC world in 2023. We have been producer in Turkey for a long time, we produce products and in the next step we started to produce and to deliver services so we have a service factory still in Turkey build up as the call center and we will go on to invest and to use these services for other countries and for big global customers and we as well use expertise from Turkey, for example in e-learning and we also use the expertise to use in Malaysia and etc. |
